It's called the Tacambora column, remembering the Belgian volunteers which died during the expedition in Mexico. This column stands just around the corner from my barracks.
The column was inaugarated in 1867, without much publicity because of Belgian public opinion not agreeing with sending an expedition to Mexico to aid the husband of princes Charlotte -daughter of the first king of the Belgians, Leopold 1- without the go ahead of the parlement.
